I suppose it would be churlish to observe that the Culture explicitly excludes Earth, and predates the alternate presentish milieu of QC? :-)

Since there are humans all over the Culture universe for no reason I ever heard explained, we can posit the existence of Hodgkin's Law of Parallel Planetary Development there. In which case, the close parallel Earth of QC could easily be the root stock for the Culture.

Their being on a close parallel development track but near or post-Singularity would explain their pop culture's being able to cycle through the better part of a decade's worth of indie bands in a few months...
